I've come to realize that the idea of constantly spinning stuff as 'part of the plan' is basically something that showrunners have liked to do with their serialized stories, Lucas being a prime example. Maybe there's something meta about Thrawn doing that?
I think my biggest complaint with Ahsoka (the show) is that it feels like a piece meant to complete a larger puzzle (e.g. the extended Mando-Verse), instead of just being its own thing. Which is partly why Baylan is so damn interesting: His storyline gives zero shits about the meta-narrative.
I think we'll all know if that was true next week. I can imagine them coming up with a big ending that feels satisfying all its own. But because they announced the movie, I'm now in full on "Is this setting up the movie?!" mode.
